National Zoning Plan #38

The term Urban renewal relates basically to two national zoning plan which are designed to answer the need for creating higher density in urban areas while upgrading the infrastructures of building and compound to current standards.

The Israeli standard for resistance of buildings against earthquakes, IS 413, was approved in 1975. According to estimates, most of the buildings that were built in Israel before 1980 do not meet this standard. Since the reinforcement cost of structures is relatively high, plan #38 proposed extra building rights without the need to rezone, thus encouraging homeowners to strengthen their buildings. In areas with high land value, due to shortage of available land, plan #38 has become the main tool to densify Israeli cities.

This plan has been initiated by the government in order to confront the need to upgrade the wide spread post war structures of housing projects. In these plans we normally propose to demolish existing low-density urban clusters of and design a new urban fabric with dense buildings typologies to confront the rising demand for urban housing and gentrification.
